ECHO (the Humanitarian Aid Office of the European Commission) is a service of the European Commission and was established in 1992 to oversee and co-ordinate the
humanitarian operations of the European Union, carried out in non-member countries.
In compliance with the legal provisions, these actions are taken for the benefit of people in developing countries, ACP states and other third countries who are
victims of natural catastrophes and man-made crises (wars, conflicts etc) or of comparable exceptional situations. Support is provided for the period of time required
to tackle the resulting humanitarian needs. The type of assistance that is provided includes medical teams and equipment, medicines, tents, food, various kinds of
emergency equipment, diesel generators and fuel - indeed any product or material that is needed to implement humanitarian actions.
In Serbia and Montenegro, ECHO has strong relations with institutions of Serbian Government: Ministry of Refugees, Commissioner for Refugees, Ministry of Health and
Ministry for Labour, Employment and Social Affairs.
